The Skills Development Fund Limited (SDFL) is a collective enterprise of the Government and the Private Sectors established to cater to the needs of the human resource development needs of employers.SDFL was launched on pilot basis in October 1998 with a grant from UNDP / ILO to demonstrate its usefulness to employers. On its success, SDFL was incorporated as a Limited Liability Company in August 1999 with an authorized share capital of 2 billion rupees. The Secretary to the Treasury holds the “Golden Share” with an investment of 100 million rupees that was allocated by the budget 1999. The Employers Federation of Ceylon holds a million rupees worth of shares and another millions of investment by interested parties. This investment signifies the interest of both the government and the private sectors to the worthy cause of human resources development in Sri Lanka.
To develop employees’ leadership and management skills through each training programme and developing strong leaders and managers while identifying the skills that need enhancement in order to achieve the organizational goals. The broad objectives of the SDFL as set out in the Memorandum of Association are:
1.Support Job Entry Training, Skills Up-grading and Re-training of employees.
2.Expand and improve enterprise based training to facilitate the development of a highly trained and skilled workforce.
3.Provide linkages between training institutions and the employers.

English is used extensively in Sri Lanka as a second language. A working knowledge of English has become a requirement in number of fields. Where careers are concerned the SDFL offers certificate courses and diploma courses for school leavers and courses on Business English, English for Professionals, and for more advanced students.
The Skills Development Fund Limited has introduced Training of Trainers (TOT) programmes for the purpose of enhancing productivity of employees in public and private sector organizations. Trainers lay the foundation for any company with their professionalism and knowledge. Trainers create lasting impressions on your employees inculcating in them your company’s values and expectations. Furthermore it ensures that employees have the necessary skills oriented towards success. A motivated and competent trainer can mean the difference between success and failure for your organization as the training for future ability of hundreds of agents is dependant on their time spent with the trainer.We can introduce the Training of Trainer programme as an open workshop or an in-house training if needed and deliver them anywhere in Sri Lanka.Our programmes adopt unique and powerful aspects of accelerated learning and develop corporate education to a new level of excellence.
The Skills Development Fund Limited has launched a programme to facilitate in finding foreign institutes, to lead government and private sector senior executives who tend to go for short-term overseas training. We offer to negotiate with foreign Universities and training institutes on behalf of any government or private sector organization and also we provide guidance to find suitable programmes for the contender.
With the demand and need of training in all levels of the operational environment in the vast and rapidly developing society, The Skills Development Fund Limited will facilitate to provide foreign trainers on designated topics and categories depending on client’s requirements.We will be conducting workshops using foreign trainers for Government and private sector institutions that, require foreign trainers for their skill development programmes.
